Peru's SMS market in 2026

A2P SMS is still one of the most reliable delivery channels in Peru — especially for banks, utilities, fintechs and logistics players reaching customers outside Lima. But OSIPTEL has tightened enforcement, and non-compliant senders are being blocked at the operator level.

Who regulates what

• OSIPTEL — supervises operators, enforces SMS rules
• INDECOPI — consumer-protection authority; handles complaints about unwanted commercial communications
• Ministerio del Interior — for political messaging during election windows

The rules that matter to senders

1. Documented opt-in — you must hold proof of consent for every recipient
2. Visible opt-out — every message must offer a clear opt-out mechanism (e.g. "envíe BAJA al ...")
3. Sender ID registration — alphanumeric sender IDs must be registered with operators
4. Time windows — commercial messages restricted outside 08:00–21:00 local time
5. No-call/SMS registry — respect the Registro Nacional No Llame

Voice broadcast — the same rules, with extras

Voice broadcasts (robo-calls) carry stricter time windows and disclosure requirements: the caller must identify themselves at the start of the call and offer an immediate opt-out (typically via DTMF).

Pricing and delivery

Per-message rates depend on volume and operator destination. For best deliverability use dedicated short codes or registered alphanumeric IDs; avoid grey routes that strip sender identity.

FAQ

Can I send 2FA / OTP SMS without opt-in? Transactional messages (OTP, transaction alerts, delivery updates) are exempt from marketing opt-in rules — but you still need to handle opt-outs gracefully.
